2 Big Screen TVs in the living room?

Is there a noticeable difference between 8ms and 4ms response time in LCD TVs?

I’lll be playing my PS3 and watching sports and movies.
I’ve heard that 8ms and less is fine and that there is no noticeable difference with an 8ms and a 4ms.

In short, perhaps yes,but then again,perhaps no. You see it all really depends on what you are watching on the lcd Tv Screen. Unless the source video input is say blu-ray dvd at 1080p resolution or a digital 1080p HDTV transmission, then on a 1080p screen you won’t get that resolution(picture quality) anyway.
As far as 4ms compared to 8ms goes, in theory, the higher the refresh speed of the screen image, the faster the repetition of the "picture image fixing" on the lcd screen. But Lcd screens, unlike your standard CRT picture tube do not rely on phosphor afterglow to fool your eye into thinking the image is fixed. Think of an LCD screen just as a window pane, and the image put on the window is as if you were watching a continuous rapidly repeated string of photographs. The lcd unlike the crt does not "sustain the image" this is all done by electronics giving high repetition full screen images. This is where the refresh of 4ms as to 8ms comes in as an advantage. You will in effect see more of those "photo pictures" on a 4ms lcd than a 8ms lcd in any given time frame; so the motion drag and ghosting to which early lcd screens were predisposed is in theory better corrected or largely dispensed with altogether.
For those lcd tv’s that only have 8ms they came up with what is known as 100hertz (100Hz) motion correction to obviate ghosting and motion delay on images.
On such a 8ms lcd TV this compensates for not being 4ms. Which is better?
Hmmmmmmmmmm! in the end for a given movie viewing say, you may well not detect the difference on some sets. On others you might, because as in all things, cheaper does not generally get you a better product. Also, because many of the "sub-functions" available to adjust such as size and shape, (aspect ratio), contrast, colour, ambience etc. etc. are set to different eye requirements between every individual as no pair of eyes is created equal.
Iin short, 4ms is faster re-imaging than 8ms, so if you get that you have got the higher lcd speed technology.
However, you may have noted that some retailers are now price dropping to sell the superceded 768 resolution and 8ms lcd tv’s against the 4ms ones by emphasizing the "8ms-100Hz motion correction" as an acceptable and less costly option than going for the more expensively priced 4ms ones. Never forget that some brand manufacturers will drive resellers to cling to their high prices like glue if they believe that the public still believes they are perceived as the best no matter what level of technology they are in fact presenting. Retailers have a vested interest in getting rid of their stock, especially their superceded stock. This is why by knowing as much as they do about where things are at technologically, that you can more logically talk the salesperson into selling you something at a worthwhile discount.
Also, to get your moneys worth why not look for or ask for longer warranties, if you are buying superceded technology or slower refresh speed lcd tv’s. Remember two things, "the higher the refresh number the slower the refresh rate!" and "the higher the resolution number (768,1080) the better the picture clarity (definition,resolution).
As an example, I recently saw Sharp 50in 4ms HDTV’s with 3yrs warranty for significantly much less than an 8ms Sony 46in HDTV with standard 1 yr warranty. ..It certainly pays to look around the minefield out there!
Do plasma tvs use more energy than regular tvs?

According to Consumer Reports, the average yearly cost of running a 50", 1080P Plasma set is $110.
So your monthly increase has to have some other cause.
